City Council approves street sweeping outsourcing but maintains weekly schedule

The City of Hanford’s City Council approved a contract with national company Sweeping Corporation of America to begin outsourcing the City’s street sweeping services that would maintain the City’s current street sweeping schedule at a cost of $869,290.

City staff had previously recommended that Hanford enter into a contract with Sweeping Corporation of America at a cost of $632,660.07 in a staff report before the meeting. Under that proposed agreement, city street sweeping would have moved to a bi-weekly schedule for areas outside of downtown Hanford.

Under the revised recommendation from city staff approved Tuesday night after further negotiations with Sweeping Corporation of America, the new, more expensive deal will maintain the City’s previous weekly sweeping schedule for areas outside of downtown Hanford, which will be swept more frequently.

City Council member Diane Sharp was absent from the meeting. The four remaining council members unanimously voted to approve the new contract with Sweeping Corporation of America.

Employees who work as street sweepers will be offered new positions to avoid layoffs. The City of Hanford will sell some of the street sweepers currently being used once the contract kicks in.

Although the weekly contract is more expensive, it’s still cheaper than the $897,000 in street sweeping costs the city paid in the previous fiscal year. Deputy City Manager Jason Waters said Monday that the City had been struggling to maintain its weekly schedule for sweeping across town.

Waters said Wednesday that a new contract will mean that the City no longer has to worry about maintaining the street sweepers.

“One of the benefits of going this direction is that it makes it a lot easier to budget, because we’re no longer paying equipment and maintenance on the sweepers themselves,” Waters said.

“It’s easier for us to budget year-to-year because we’re paying for the service.”

The City Council also officially approved the notices of completion of two deep water wells in the City of Hanford, replacing two water wells that were no longer in production. The first, Well 51, is near a City of Hanford water site on Fargo Avenue west of the railroad crossing, and the second well, Well 52, is located in the City’s Public Works yard.

Before the City Council meeting, a study session looked at how Hanford’s leadership could eventually change the rates for service charges for water, wastewater and storm drain rates after Lechowicz & Tsend Municipal Consultants have partially completed a rate study for the City’s utilities.

Under a proposed, preliminary set of changes to the city’s rates, a single family residential property would be expected to pay slightly more on each bill a month. A preliminary rate structure shown by the consultants showed a monthly bill from water, sewer and stormwater services as reaching $65.77 instead of $59.75

But any actual changes to the City’s rate structure are still months away at the minimum. Final recommendations on rate changes are planned to another City Council meeting in late October, with a minimum 45 day-period after that where affected property owners are allowed to provide comments on the rate changes to the City.

Sweeping Corporation of America contracts with Clean Energy to Reduce Carbon Emissions with RNG

NEWPORT BEACH, Calif.–(BUSINESS WIRE)–Clean Energy Fuels Corp. (NASDAQ: CLNE), the largest provider of the cleanest fuel for the transportation market, announced a slew of new deals with several well-known consumer brands and some of the nation’s largest and most environmentally-conscious transit agencies.

Liberty Coca-Cola, one of the country’s largest bottlers and distributors of Coke and other brands and serving the Northeast U.S., has signed a fueling contract with Clean Energy to power trucks in New York and Philadelphia with renewable natural gas (RNG). These are its first trucks to operate on RNG, a sustainable fuel made from organic waste that significantly reduces carbon emissions by an average of 300% versus diesel.

“Liberty Coca-Cola strives to be the best corporate citizen we can be in the communities where we do business, and having a cleaner-operating and more sustainable fleet with RNG is a good way to that,” said Stanley Walker, distribution manager, Liberty Coca-Cola. “RNG reduces carbon emissions and improves air quality easily and cost-effectively.”

Electrolux North America, a leading global home appliance company, has signed a fueling agreement with Clean Energy for an estimated 200,000 gallons of RNG to be used by new trucks from a contracted carrier that will fuel at Clean Energy’s station in Ontario, CA.

Recology, a waste management company, has inked new and extended RNG supply and maintenance contracts for an anticipated 800,000 and 6.5 million gallons respectively. Recology stations in Gilroy, Brisbane, and Davis, CA support more than 150 RNG trucks. Additionally, Recology has contracted Clean Energy to build a new RNG station In Snohomish, WA that is projected to fuel 30 trucks.

Long-time customer and an early adopter of RNG, the Big Blue Bus in Santa Monica, CA has signed a maintenance agreement for its fleet of 195 transit buses that fuels with an anticipated 7.5 million gallons of RNG. In 2015, Big Blue Bus became one of the country’s first municipal transit agencies to convert its entire fleet to RNG. Nationally recognized for its long-standing commitment to a cleaner environment, Big Blue Bus transports 44,000 passengers daily across a 58-square-mile service area.

Clean Energy has been contracted by Gold Coast Transit to maintain its station in Oxnard, CA which uses an estimated 4 million gallons of RNG for 82 transit buses.

Channel Island Dairy Farms has signed a contract for an estimated 300,000 gallons of RNG for heavy-duty trucks operating in the Corcoran, CA area.

The Birmingham Jefferson County Transit Authority has signed a maintenance agreement with Clean Energy for its Birmingham, AL station. The station is expected to use an anticipated 2 million gallons of fuel for 186 transit buses.

The City of Tucson has signed a maintenance agreement with Clean Energy to support its fleet operations. The station uses an anticipated 2 million gallons of fuel to power 150 transit buses and refuse trucks.

Valley Regional Transit in Boise, ID has inked a maintenance agreement with Clean Energy. The station uses an expected 1.7 million gallons of fuel to power its fleet of 30 transit buses.

Grand Canyon National Park, AZ has signed an agreement with Clean Energy to maintain its station. The station is anticipated to provide 1.5 million gallons of fuel for 30 park shuttle buses.

Sweeping Corporation of America, the nation’s largest power sweeping company, has signed a contract for a projected 250,000 gallons of fuel to power 78 trucks in Northern and Southern California.

Campbell’s Trucking Company in Tacoma, WA has signed a fueling deal for an expected 300,000 gallons of fuel for 15 heavy-duty trucks.

Street Sweeping Taking Place in Virginia Beach

VIRGINIA BEACH, Virginia, Feb. 24, 2023 – Street sweeping services have begun in Virginia Beach. A new contract with Sweeping Corporation of America calls for performing seven complete sweep cycles of the city’s streets on an annual basis.

The initial sweeping schedule for all neighborhoods will be updated every week once the contractor begins servicing the residential streets. Street sweeping will occur between the hours of 9 a.m. and 4 p.m., Monday through Friday. To increase the effectiveness of this operation, Public Works requests that residents refrain from parking on the street during the week their neighborhood is scheduled to be swept. The sweeping contract has not been active for about two years due to unforeseen delays in the contractual renewal process. Because of the delay in services, there is quite a bit of accumulated debris in the gutters on many streets. If debris remains after the first pass of the street sweeper, crews will be notified and return for a second pass.

Residents need to be aware that the street sweeping program is not intended to relieve property owners or occupants of real property from their duty to keep abutting streets and sidewalks in a clean and litter-free condition. (Chapter 33, Article I, Section 33.13 in the City of Virginia Beach Code of Ordinance.)

CITY OF FORT WORTH EXPANDS STREET SWEEPING STARTING NOV. 1

FORT WORTH, TexasOct. 14, 2022 – The City of Fort Worth is partnering with the largest power sweeping company in the United States, Sweeping Corporation of America (SCA), to augment their existing litter control programs. A primary goal for the City of Fort Worth in Fiscal Year (FY) 2023 is to promote a clean and safe city. The Code Compliance Department is seeking to help address litter in the community by increasing litter abatement services including street sweeping. In 2017, Fort Worth piloted internal street sweeping efforts with two sweepers and has swept approximately 7,000 lane miles collecting 168 tons of litter, dirt, and debris, each year. The expanded street sweeping program is set to begin on November 1, 2022, and is expected to significantly expand service capacity.

Public surveys before and after the COVID-19 pandemic showed that Fort Worth residents desired more action to address litter for a cleaner city. The adopted FY2023 Budget went into effect on October 1, 2022, and included funding to expand litter and illegal dumping services through the Environmental Protection Fund. On October 11, 2022, the City of Fort Worth City Council voted to approve the proposed contract with SCA in support of the city’s litter control campaign: Litter: Stop it! Report it! Pick It Up! which launched on October 5, 2022.

“Street sweeping helps to keep litter, dirt, and debris off of our streets and out of our waterways, which also helps to prevent clogging of storm drains that can create localized flooding issues. However, it’s much more than this – it promotes a safer city, creates a more beautiful Fort Worth, adds to the community’s quality of life, and advocates this message to others. Our community is working hard to create a cleaner, safer city, and we are excited to work with strategic partners like SCA as the latest addition to reach this goal,” said Brandon Bennett, code compliance director. Ultimately, the city is working to expand from two street sweepers to a fleet of 12 as one of several measures to assist the community in achieving this goal. Supply chain delays and equipment shortages following the COVID-19 pandemic is impacting the availability of these additional sweepers by an estimated 12-18 months or longer than initially planned. In anticipation of these delays, the Code Compliance Department solicited contracted services to allow street sweeping through SCA to begin quickly in FY2023 while staff continue to evaluate long-term equipment purchase options.

SCA crews will be working in collaboration with the City of Fort Worth and will be focusing on major arterial roadways and business corridors each month. City staff will also review requests for neighborhood streets, where possible. Residents can submit a request via the MyFW mobile app or call the City Call Center at (817) 392-1234 to make a request. City of Fort Worth street sweeping cannot address litter along our highways, so all litter maintenance on state and federal highways should be directed to the Texas Dept. of Transportation (TxDOT) and can also be requested using the MyFW app.

All businesses and residents located along street sweeper routes can prepare for street sweeping days by:

  • Sweeping their sidewalk and gathering debris prior to street-sweeping days. However, please DO NOT sweep trash and debris into the street.
  • Remove (garbage/recycling carts, vehicles, large debris, piles of leaves/branches, etc.) from the curb on sweeping days.
  • Trim back branches near the street to prevent trees and equipment from being damaged.
  • Bicyclists: ride carefully and be aware of sweeping activity near bike lanes.
  • Drivers: give street sweepers plenty of room and only pass when safe to do so.

SWEEPING CORPORATION OF AMERICA ACQUIRES INDIANA PROPERTY SERVICES

Acquisition Grows SCA’s Market Leading Position in Indianapolis

CLEVELAND, May 11, 2022 – Sweeping Corporation of America (“SCA”), the largest power sweeping company in the United States, acquired Indiana Property Services, LLC. (“IPS”). IPS, located in Indianapolis, IN, provides sweeping services to commercial customers and property management companies throughout the region. Terms of the transaction were not disclosed.

SCA’s acquisition of IPS is the seventh transaction in 2022 and fifth in the Indianapolis market. Combined with the September 2021 acquisitions of Clean Sweep Lot Service and BLT Environmental, the transaction expands SCA’s capabilities to provide services to customers in the region.

This marks SCA’s 42nd acquisition to-date. With these transactions, SCA has grown its team to over 1,900 employees in its over 60 locations.
